This article explores the development discourse handled in the international cooperation network and the notion of citizenship that through it carry NGO development projects in southern countries. From a post-structuralist perspective, it seeks to show that the priorities of social control significantly affect the notions of citizenship contained in such discourses. The article addresses this problem by focusing on a set of institutions linked to the U.S. agency for International Development (UsaID) and that operate in various Latin American countries
